Project Purpose
The City of Lockhart has engaged a consulting firm to prepare a Comprehensive Plan for the City. This includes the creation of a community vision, a series of recommendations, and implementation strategies related to how the City grows in a way that supports community needs.
A Comprehensive Plan is a guidance document that looks far into the future to establish a vision for the community and makes recommendations that provide direction and a blueprint to achieve that vision.
A Comprehensive Plan is:
- A reflection of the community's vision
- A long term statement that guides policy
- A basis for subsequent ordinances
- A tool for decision making
- A living document that should be updated regularly
A Comprehensive Plan is not:
- Legally binding
- Zoning ordinances
- Meant to sit on a shelf
What's Happening Now?
Project Initiation
Initial project setup, preparations, and kickoff.
Analysis & Visioning
Data collection, analyzing existing conditions across the community, and aligning stakeholders around a unifying vision, set of goals, and guiding principles for Lockhart.
Land Use and Growth Scenarios
The project team will work in partnership with the community to generate multiple possible scenarios related to growth and land use in Lockhart. These will be analyzed and refined to determine a preferred scenario for the City's future.

Exploring and making recommendations related to:
- Mobility & Transportation
- Housing & Community
- Economic Development
- Infrastructure & Public Facilities
Implementation Plan
Prioritizing actions to help guide implementation of the vision set forth in the Comprehensive Plan.
Draft Plan Release
Public review and comment period for the draft plan.
Adoption
Adoption of the plan by City Council.
